the Godot homepage displays the official 'Download' button on almost the very top.
besides the 'Download' label, the button also shows which Godot version will be downloaded when clicking it.
it's always the latest stable version, meaning that versions like 3.5 rc x or 4.0 alpha x will never be featured in this download button.
hiding these experimental version downloads under their changelogs is the right way.

when Godot 4.0 releases, there are multiple possible download button arrangements, where one of them will replace the current download button on the hompage:

Godot 4.0 has many improvements over Godot 3.5, but also some regressions that make it not a worthy upgrade for many people (most notably missing GLES3 and Web support). for this reason, i think the Godot homepage will not have just the Godot 4.0 download button but also the 3.5 download button.
so now it only remains if the 4.0 download button will come first or the 3.5 download button. since 4.0 is a very anticipated update, and many people say that they will start using Godot when version 4.0 releases (or continue, if they stopped using Godot before), i think the 4.0 download button will display before the 3.5 download button:

since newcomers won't know the differences between Godot 3.5 and Godot 4.0, i think there will also be a 'which version should i choose?' link below both download buttons. it links to an easy-to-read spreadsheet — that looks like one of many spreadsheets comparing the gratis and paid versions of a service — but it compares Godot 4.0 with Godot 3.5 (both of which are free). below the spreadsheet would also be a few paragraphs explaining some of the differences further, in a way that the spreadsheet alone just can't. and above the spreadsheet would also be a clarification that we — the Godot community — are working on making Godot 4.x a true replacement for Godot 3.x.
