google play in app billing api is less than 3???

hey guys so when i upload my game for internal testing on google play and start the command line debugger it says that the billing api is less than 3 when i've set it at 4 in the gradle file and it passed the upload onto google play when it complained about the same thing about two days ago i thought i sorted it out but no. any input would be hugely appreciated. thanks in advance.

Are you using a custom build template? That is needed I think if you need to customize the Android options, though you may want to check in the export settings of the editor if there is an option. I haven't done too much with Android so I'm not 100% sure.

cybereality yes i am using a custom build template. yes all the android SDk paths are set in the editor settings. also ive looked through all the options in the export settings
